1. For applications that are proposed via online should updates be made to the OSC Portal?

    - For online applications updating need not be done in the OSC Portal.

  2. What if an application uses manual drawings but is still sent via online?

    - The drawing must be scanned and uploaded in pdf format.

  3. How are processing fees paid through OSC online?

    - Manual payment when sending 3 sets of documents to OSC Online.

  4. What are the sub modules of OSC Online?

    - There are 8 OSC Online sub-modules which are: a. E application = applicants present any application from the list of 32 applications listed. b. E service request = applicants submit the applications which are not included in the 32 types of applications listed. c. E reference = lists other requirements relating to the development in a municipal council other than the uniformed requirements listed d. E question = online pre consultation e. E complaints = make complaints about the processes and OSC Online procedures which are related to applications. f. E guide = Geographic Information Systems (GIS) for respective municipal councils g. E payment = Submit proof of payment relating to development control h. E report card = Evaluate and rate the performance of OSC Online services

  5. What are the main modules of OSC Online?

    - The 2 main modules are e submission where applicants are required to register, upload and submit applications and e processing to where internal and external technical agencies process the applications.

  6. There are internal or external technical agencies that may still require hardcopies for review purposes. How is this executed?

    - a. The technical agencies involved need to deal directly with the applicants to retrieve hardcopies. b. However the technical agencies are recommended to take the appropriate actions to move from the method of reviewing hardcopies to the method of reviewing it online in stages.

  7. How long does it take for materials which have been uploaded to be kept in the system before the application is deleted?

    - a. Applicants will be notified on the items which need to be provided in order to complete the application before OSC circulates. b. In the event that the applicant fails to submit the items required which is to activate the account within 7 days, the application will be sent to the storage. c. If the applicant still fails to activate the account within the next 7 days, the uploaded documents will then be deleted. d. For applicants who are still interested in submitting applications, uploading and submissions will have to be performed again.

  8. How many days are taken by the OSC unit to process an application?

    - 5 calendar days to consider the submission of hardcopies within 3 days from the send date of online application.

  9. When are hard copies submitted?

    - At this stage applicants still need to place their signatures on the hardcopy that is delivered as proof of submission and on plans that are prepared to be endorsed for official approval issuance. E-signatures will be considered in the next improvement phase.

  10. Do applicants need to register with the municipal councils?

    - a) Applicant registration follows the single sign concept whereby applicants only fill in and upload the registration information once on KPKT’s website which in turn can be sent to a municipal council website selected by the applicant. b) For control aspects on documents and since each municipal council is a planning authority itself, thus, each municipal council will generate a specific username and password. c)Applicants should use both the username and password when dealing with the respective municipal council.
